Office for the Energy Transition

Citizen advice offices, support for projects and awareness-raising on energy transition.

We are committed to greener islands. That is why we have six offices in the Balearic Islands. Would you like to know how we can help you? Read on!

Our
philosophy

The fight against climate change and the commitment to effective decarbonisation of all the activities of our economy are probably the greatest challenges facing our species. The islands have traditionally faced greater difficulties in decarbonisation than the rest of the continent, although, because of their territorial and social characteristics, they are also ideal environments for promoting new solutions that can subsequently be replicated on the continent.

Raising awareness among citizens, the business fabric and public administrations is especially relevant in socially small and isolated contexts such as the Balearic Islands, and the arrival of Next Generation funds is an opportunity to drive a radical change in social perceptions regarding issues such as energy or mobility.

The main pillars

Support in person and online, with the following functions:

  • Electricity bills and energy saving measures.
  • Electric mobility (MELIB network).
  • Existing grants and tax relief for renewable energies, energy saving and electric mobility.
  • Processing of self-consumption projects, with special attention to projects in blocks of flats.
  • Energy community and shared self-consumption projects.
  • Existing photovoltaic projects with social participation.
  • Energy efficiency projects.
  • General information on the obligations contained in Law 10/2019 of 22 February on climate change and energy transition, and in its implementing decrees.
  • Obligations regarding energy management plans.

Support for all the municipalities of the Balearic Islands as well as the island councils. In municipalities with fewer than 20,000 inhabitants, support will be given to identifying potential projects in renewable energies, electric mobility and energy efficiency, the main functions being:

• Initial technical assessment of the viability of the projects.
• Preparation of descriptive reports on the projects in order to contract their drafting.
• Validation of the projects once delivered to the town councils, and advice.
• Preparation of tender specifications for contracting.
• Support in processing files for the administrative concession of spaces under Article 50 of Law 10/2019 of 22 February on climate change and energy transition.

In addition to those promoted directly by the local administration, projects that the island councils or the Government of the Balearic Islands may promote in the municipality’s territory and on its behalf shall also be considered municipal projects.

In addition to the tasks described above, advice must be provided in the following areas:

• Advice on existing grants to finance the drafted projects, and support at all stages of the grant application.
• Advice on the tendering of the works.
• Advice on alternative systems for financing projects.

Organisation of awareness-raising and information activities on energy transition (explanatory talks on existing grants, training workshops, visits to installations with an explanation of how they work, etc.).
